Tim Winter has been Superintendent of the South Kitsap School District since July, 2019, having previously been a superintendent in Clarkston, Washington. In July of 2021, his contract was extended July 2024.
The superintendent is the School Board's sole employee and also serves as the secretary to the Board.
The superintendent is the Chief Executive Officer for the District and manages all of its day-to-day affairs.
Robbie Bell is the Executive Assistant working directly under Superintendent Winter. Access to Superintendent Winter's office is through Robbie Bell's office, both physically and functionally. Robbie Bell also attends all Board meetings and functions as the recording secretary taking minutes. (360) 874-7001
Amy Miller is the District's Communications/Public Information Officer, and as such, is the Board and District's liaison with the community. Amy Miller regularly attends all Board meetings to assist with communications and the Zoom streaming of the meeting to the public.
Dr. Tom Edwards is the Assistant Superintendent, Student Achievement, for the South Kitsap School District. He joined the District is July, 2021, replacing Jay Villars, who retired.
Dave Kimble of Manchester is a frequent critic of the District and specific Board members. He is a supporter of Director Jeff Daily and the two of them are principals in Citizens Supporting South Kitsap Schools.. Mr. Kimble served legal papers on the District commencing Director Daily's legal actions against the Board. Mr. Kimble has also made Public Disclosure requests of the District to determine how much the District is paying in legal fees to defend against the lawsuit.
Mr. Kimble has sent dozens of letters to the Board.
Mr. Kimble has repeatedly criticized this website and Director Berg with accusations of making false and libelous statements. He also threatens legal action. Yet, after repeated requests for details supporting these allegations, he has failed to point out any false statements on this website.
Mr. Kimble, for CSSKC, filed a complaint against Director Berg in July 2021 with the State Public Disclosure Commission. While referencing Director Berg's gonads, Mr. Kimble questioned why his PDC charges against Director Berg are not reprinted in full on this website. The PDC dismissed the complaint on August 18, 2021.
One of Mr. Kimble's' continuing disagreements with Director Berg involves the Board's public comment policy. (See Board Policy GP 2 E5, page 3). Director Berg believes that public comment at Board meetings should be generally limited to stakeholders, to avoid the possibility of outsiders flooding the meetings with protesters, while Mr. Kimble believes that such a restriction it is an unacceptable limitation on free speech of all citizens. (To date, no one has been denied the opportunity to address the Board because of not being a "stakeholder".)
Mr. Kimble has had extensive email correspondence with Director Berg, which has included Mr. Kimble's statements such as " You never should have been elected", " If you shared your home email I would have far less kind things to say to you, John", and " How will you deal with the 8,000 or so angry voters with pitchforks when they find out about this?" (He forgot to mention the touches. Don't angry villagers with pitchforks also carry torches?)
Mr. Kimble had letters to the Kitsap Sun published March 3, 2022, September 1, 2021, May 1, 2021, April 11, 2021, January 13, 2021, November 7, 2020, September 7, 2020, June 27, 2020, February 3, 2020, April 2, 2020, January 28, 2020, October 10, 2019, August 22, 2019, July 26, 2019, May 2, 2019, March 5, 2019, January 2, 2019, October 19, 2018, October 11, 2018, and September 4, 2018, all critical of the Board and the District.
Mr. Kimble filed a complaint with the Public Disclosure Commission against Director Eric Gattenby in 2020, alleging that Director Gattenby's continued use of his Facebook post with "@GattenbyforSKSchoolBoardDistrict1", after his 2019 election constituted a campaign for re-election in 2023 without having filed with the PDC. The PDC dismissed the complaint stating "that no evidence supports a finding of a violation that warrants further investigation."
Mr. Kimble harassed Director Berg by emailing offensive images to Director Berg's personal email address. On August 29, 2021, he made a Public Records request for all of Director Berg's mails on his private computer from June 1, 2021 to August 29, 2021. He later requested disclosure of correspondence between Director Berg and John Richardson, the president of the teachers' union, and was astonished to learn that there was none.
In the five weeks between December 15, 2021 and January 19, 2021, Mr. Kimble sent at least six emails to the entire School Board to complain about Director Berg and this website.
Objection to this website's information on Jim Bryant:
On December 29, 2021, Mr. Kimble emailed Director Berg, notified him that Jim Bryant had passed away, and asked to have the "crap" on this website regarding Mr. Bryant removed. Later that same day, when Director Berg only noted that fact of Mr. Bryant's death on the website and added information on Mr. Bryant's letters to the Kitsap Sun, Mr. Kimble emailed the entire School Board, and the press, claiming that all the Board members are "culpable" if they do not correct Director Berg's "most despicable and disgraceful behavior" of "character defamation and libel". He also mentions legal action against Director Berg, stating that he intends "to prosecute this matter myself" if the Board does not take action.
The next day Mr. Kimble emails Director Berg again, stating "You are sick" and calls Director Berg an "uncaring and sanctimonious asshole" and a "horrid little man".
The next week, January 5, 2021, Mr. Kimble sends another email to the Board through the Board meeting public comment. In that he asks the Board to censure Director Berg and urges his recall.
Mr. Kimble followed that up with additional emails to Director Berg on January 6th and 10th. Director Berg made slight modifications to the website and responded to Mr. Kimble that he would not delete the information from the website. Mr. Kimble responded by calling Director Berg a dirt bag.
Mr. Kimble also added an article titled "The Ink Stained Wretch" to the Citizens Supporting South Kitsap School District website, similar to his letter to the School Board, complaining about Director Berg and calling for his recall from the School Board.
Larry L. Mann is a frequent critic of the South Kitsap School District. He authored the Voters' Pamphlet arguments against the 2018 SKSD Capital Projects levy and the School Construction Bond measure under "Committee Against the Measure". He was founder and chairman of the 2017 Concerned Citizens and Taxpayers South Kitsap.
He has sent multiple letters to the Board.
In July, 2021, Mr. Mann filed a complaint against Director Berg with the Professional Standards Committee of National Association of Parliamentarians, aledging misuse of parliamentary procedure as a Board member. The complaint was dismissed as "frivolous, inconsequential, or as not attaining the required level of proof."
Earlier in 2021, Mr. Mann applied to be appointed to the District's Facilities Long-range Planning Advisory Committee. The first application was not approved by the Board. The second application was withdrawn, and the third application was also not approved by the Board. Director Daily supported the appointment of Mr. Mann and argued that Mr. Mann's conviction on Assault of a Child and Unlawful Imprisonment (regarding his grandchildren), nor the Districts' s having previously obtained a restraining order against Mr. Mann for harassing staff, should not disqualify him from appointment.
Mr. Mann has filed multiple Public Records Request with the district, including a request for the names of all students, together with their school and grade level. The list was provided but with individual names blacked out. He continued to protest the redaction.
In a March 18, 2021, email from Mr. Mann to John Berg and other SK Board members, Mr Mann wrote, "I do not know Director Daily, never talked to him, shook his hand, had coffee with him, a donut with him, don't have a clue what he looks like, would not know him if he walked up to me and started to talk to me. However, I have to admit, I have a huge tie to Director Daily --'I VOTED FOR HIM'."

In January 2021 Gerry Austin filed a complaint with the Public Disclosure Commission against Mr. Mann regarding signs opposing the SKSD levy. The PDC Dismissed the claim for lack of evidence.
In February, 2021 Mr. Mann and Robert Parker filed a complaint with the Public Disclosure Commission against the SK School District alleging violations for using public agency facilities (busses and mailers) to promote a ballot proposition. The PDC dismissed the case with no evidence of violations.
Most recently, Mr. Mann sought appointment to fill the board position vacated by Eric Gattenby, but Mr. Mann would need to live in Director District 1 in order to qualify for the appointment.
Gerry Austin currently serves on the District's Facilities Long-range Planning Advisory Committee, and as its secretary. Gerry Austin is also Secretary of the South Kitsap School Supporters.

John Richardson is president of the South Kitsap Education Association, the union representing the teachers the South Kitsap School District. He rarely addresses the Board publicly.
Greg Wall is a former member of the SK School Board, having been defeated by Jeff Daily in November, 2019. He is also an officer of the South Kitsap School Supporters (SKSS), and is mentioned in John Berg's Response to Jeff Daily's accusations.
